IPL and laser can definitely not be used over a tattoo. It would definitely damage the tattoo.
IPL are non-lasers that emit light via a handpiece and across a range of wavelengths. This light is preferentially absorbed by melanin found in the hair and once the light is absorbed, it converts it to heat. This heat destroys the hair, preventing it from growing in future.
IPL hair removal only treats hair in the anagen phase, which is when your hair is growing and cells are dividing in your hair follicle.
At any point in time, you only have a portion of your hair in the anagen phase – and the amount varies between people.
To achieve the best results, you need to have your IPL treatments over several sessions with a break between treatments.
If you follow this guide, you can achieve 70% to 90% hair reduction. However, there is no hair removal system (IPL or laser) that can achieve 100% permanent hair removal despite what people say. Electrolysis is 100% permanent hair removal where hairs are removed one by one with a small needle. This process other than being slow, has other drawbacks in terms of cost and pain.

Our IPL machines have cool tip technology, which means the surrounding skin is cooled before your skin absorbs each flash of light. This makes it more comfortable for you with better outcomes. Some people say the treatment feels like being flicked by a hair brush. Afterwards, your skin may go slightly red for a few hours and feel sensitive for a few days.
